Admin: Templates

• Updated behavior and messages if a user tries to delete a template without proper permission. Users (except System Administrators) can only delete templates they own or templates owned by subordinates.

•  Fixed issue where Template Deploy Status could be reported incorrectly, if user lacks access to some of deployed opportunities

• Updated behavior while managing Scorecard Tiers. New items are added at the bottom of the list and will automatically start range based on previous item.
